Welcome to the June edition of PCC Insight. In this edition there is a strong theme – collaborate. Commissioners and providers, especially primary care need to work with others, not just to support implementation of the NHS 10 Year Health Plan, but to survive. This will be a major cultural, and mindset, shift and is an area on which we are working with clients.

Integrated care boards (ICBs) need to become facilitative system leaders, adding value, setting the climate for joint discussions on outcomes, value, development of services to best meet the needs of their population, working in partnership with citizens as well as health and care providers. At the same time, ICBs with fewer staff, cannot do everything, so need to consider what can pass to others in the system, enabling them to deliver an agreed direction. Working with federations, PCNs and others that may be at the heart of multi-neighbourhood providers in the future, and agreeing what they can start to lead on will be important. As will consideration as to how they work with local authorities and trusts, and how trusts and local authorities work with primary care.
Commissioners need to become the enabler and shaper, primary care, PCNs, other providers need to be at the table for neighbourhood, or multi-neighbourhood discussions, shifting the paradigm to work “with” each other.
