Safaa has seven years of experience working in a primary care commissioning team in the south-east, initially with NHS England and later working on behalf of the local ICBs, with a special focus on dental commissioning. Safaa has undertaken re-commissioning and procurement projects, supporting project management, bid evaluation and contract mobilisation. She also supported the contract management of primary care dental contracts and led on central functions of the primary care commissioning team to ensure dental contracts operated effectively.

Safaa has recently joined PCC and is shifting her focus to supporting the medical and premises teams of PCC.

Helen has worked in the NHS for nearly 30 years and started her career as a financial management trainee in NHS Wales. After working for several years specialising in financial management in the acute sector her career has focussed on primary care, including the medical, dental and pharmacy sectors. Roles have included both operational and strategic level such as practice management and primary care development. Therefore Helen has a comprehensive understanding of the challenges and issues currently facing the NHS.

Helen leads the premises team for PCC and has extensive knowledge of general practice premises, working closely with NHS England at a policy level. Helen delivers training packages, writes support material and provides advice and mentoring to practice teams and commissioners on premises matters. Recent support has included the development of PCN clinical and estates strategies for over 40 PCNs.

As part of her role Helen also delivers personal and team development training including project management sessions and a new to people management programme. She has also provided facilitation support in practice development sessions for GP practices.

Helen is the regional lead for PCC’s work in Wales, providing and coordinating support for Health Boards, Public Health Wales and the Strategic Programme for Primary Care.

Charlotte has over 20 years’ experience in the health sector working locally, regionally and nationally.
She has worked with English and Welsh Government Department-led committees in developing pharmaceutical services regulations and drafted the accompanying guidance, focussing on both pharmaceutical needs assessments (PNAs) and the determination of applications for new or additional pharmacy premises. She has recently updated NHS England and NHS Improvement’s pharmacy manual.

She is recognised as a national expert on the pharmaceutical regulations and runs events and workshops focussing on various elements of the regulations including PNAs, market entry and rurality. Charlotte is working with a wide range of both providers and commissioners across England and Wales advising on the intricacies of the pharmaceutical services regulations and their practical application.
Since 2014 she has worked with a number of health and wellbeing boards (HWBs) on their PNAs. She is writing three PNAs and leads PCC’s support to both HWBs and the Welsh Local Health Boards on the production of their 2021 PNAs.

Before joining PCC Charlotte was head of primary care contracting at a PCT and was responsible for implementing the current primary care contractual arrangements and subsequent performance management, managing a budget of over £70 million.

Wendy is experienced in the health sector at local, regional and national levels.
She has strong commissioning and contracting knowledge across all four primary care professions but has focused on dental and eye health services in the last few years with PCC.

Wendy is the lead for PCC’s dental team, developing the national and local dental events which support the contracting and commissioning environment. She led the team supporting the dental contract reform programme, working on the programme between 2011 and 2019, this work included undertaking strategic and operational discussions with the programme and the team. She was also key in the development and running of training events for practices and their commissioners. To support these roles Wendy worked with the programme team on strategic direction for the programme, understanding policy issues and that prototype practices and their commissioners are supported.

Wendy is also a key member of PCC’s eye-health team and works with her colleagues to develop and deliver PCC’s national and local courses to commissioners of eye-health services.
Wendy is an experienced facilitator who has facilitated both large and small meetings as well as providing bespoke facilitation on request.
